  2. According to Cornell Law School, A bill of attainder is a piece of legislation that declares a party is guilty of a crime. Bills of attainder allow the government to punish a party for a perceived crime without first going through the trial process.

    Additionally Cornell Law School tells us that Courts have adopted a three-part test to determine if a law functions as a bill of attainder:

    1. The law inflicts punishment.
    2. The law targets specific named or identifiable individuals or groups.
    3. Those individuals or groups would otherwise have judicial protections.

  3. What is Wisconsin’s Bill of Attainder?
  4. The Wisconsin Legislature has developed a scheme which allows Targeted Parents to be removed from their [children’s] lives without any justification, and instead inflicts punishment on the Targeted Parents on the mere presence of abuse allegations. Allegations which in most cases are unfounded. This scheme is so well known that is has a name. In divorce actions its referred to as a Silver Bullet Divorce, outside of a divorce action it is commonly just referred to as the silver bullet tactic. This tactic which we have labeled as a scheme, is where one party [usually the mother] accuses the other party [usually the father] of domestic abuse, or child abuse, and the only goal of this tactic is to remove a loving mother or father from life of their [child]. This scheme is being used at a rapidly growing pace to remove one loving mother or father from the home.
